The ports numbered below 1024 are assigned "System ports" and "Assigned ports both System and User ports should not be used without or prior to IANA registration."

You can also see "well known" ports in /etc/services (or, for Windows, %windir%\System32\drivers\etc\ services )

ISP assigns the station a fixed outside / public IP address for the SAGE.
