In Kyle's particular case, it would seem possible to share
the CAP box.

Each station would still be required to keep a separate log
showing alerts and tests received during their portion of
the shared time agreement, as well as RWT's sent during this
time.  Of course, would probably need to be a full CAP unit
that could be accessed by network...I missed whether they
shared the studios, if so would be easy.  If not, that would
be a problem.
