If those people did not have a TV or Radio turned on, it is their
problem. If they did not have a radio or TV turned on then EAS would be
useless. If they choose not to be informed then why should we pour money
into trying to help themselves despite their resistance? Stupid people
cost society too much money.
I do not know about creek floods since I avoid living in areas where
natural disasters are common but I suspect that since it requires a lot
of rain which would be days in advance of a flood, most people already
had a clue. There is an element of natural selection here.
In general, EAS requires an evacuation or a take cover order to be a
valid alert.
