No, only certain stations were equipped to change frequency. The identity of
these stations was supposed to be secret so that an enemy did not know
specifically where the transmitter site was. In the mid eighties I rebuilt a
transmitter site for a City owned AM station (coincidentally not far from
where I lived as a child). It had a dual frequency Gates BC5P2 (640 kHz),
dual frequency ATU's, etc. It was that major city's CONELRAD station. All
other stations were to sign off the air leaving the designated CONELRAD
stations to relay news and official information.
