That would be an abuse of EAS IMHO. BART has it's own messaging system 
for those in stations. They also have a plethora of free mobile 
applications that cover everything from smart phones to basic text 
messaging to plain ol phones. There are other Internet resources like 
traffic.com plus a number of first rate television and radio stations 
that would cover such an event as a major part of their news coverage. 
Then there are all those traffic cams.

Anybody who didn't know did not end up in a life threatening situation 
and the fact they were not informed is entirely of their own making.
