There's a difference here.  EBS had an annoying tone, which seemed to disturb women more than men.  Even when it was shortened to just a few seconds it still annoyed lots of people.  EAS doesn't have that tone.  

I believe that it's important to test during regular waking hours (our local Comcast tests consistently at 3:00am) so that people become familiar with EAS and what it's supposed to do.

Appropriate use?  I'm wondering if EAS would have been appropriate for today when a major fire blocked the BART subway tunnel from Oakland, leaving about 75,000 transbay commuters without service this morning.  The lack of BART service also meant that the Bay Bridge was packed beyond capacity with waits up to 2 hours at the toll booths.  Would that have been an appropriate use of EAS?
