Especially when the RMT audio is so mushy and distorted that nobody can understand it, as is frequently the case.  Locally, the EOC sends the RMT with the message, "This is for the Riverside area."  Since we are about 50- 60 miles away from Riverside, it's no wonder that people consider the message irrelevant.
