Well, at KWXY I told all of the operators how to run an RWT: "Push this button. When the buzzing noises stop, go back to what you were doing." I also posted instructions on the wall, in case somebody couldn't remember the instructions. RMTs, CAEs, TORs, TSWs, etc. could be handled similarly ("Push the button next to the blinking light.") or just allowed to time out and play automatically. I don't like to make things complicated.
Now, I never said that EAS is NEVER useful -- but it is not 100% effective either.
