The reason for this, is, they're narrow-casting with SAME, which can go
by sub-parts of counties.
However, "we" broadcasters, don't decode SAME. So we get it over, and
over, and over.
If a user has a SAME decoder set up for their area, they will only hear
1 or 2 events on an afternoon like that.
I have an amateur HT which simply scans for the alert tone. It goes off
almost constantly during mild storms.
