[BC] A mad scramble for the deadline?

The FCC has issued a Public Notice about June 30th.

If you don't have a CAP/EAS receiver ... you might
read in the notice more than just a casual reminder.

As many of you know, there is one manufacturer who,
despite many promises, still has not delivered software
so their units can connect and decode CAP messages.
Will they actually deliver before the deadline? Will the
FCC fine stations or the manufacturer if they do not?

The clock is running out. Does anyone have an hourglass
from the Wizard of Oz?
