I've needed to replace the right angle gear box on the PA cabinet after
someone forced the loading control.

If you're going to do that, I would suggest replacing the teflon threaded
rod and center contact bar as well. It is possible they will need to be
removed given the tight space between the cabinet and PA enclosure. There
was a modification years ago to add a much widened threaded sleeve to the
narrow contact bar so as to prevent the contact bar from rotating off axis
and stripping out the threaded rod. If your box was built before 1991,
it's possible the mod has never been installed and you box suffered the
fate as mine did 20 years ago shortly after installation.

The sub-multimeter switch which passes the IPA-RFLD is also on the main
board ascessibel from inside the drawer. IIRC, it is a white 8 position
switch which is also known to see it's contacts get dirty over time.  That
switch selects a number of things beyond reflected power and could be in
the wrong position. Try massaging the switch a little before going through
a bunch of potentially un-necessary debugging steps.
