[BC] FEMA/ EAS CAP Update Broadcast

There are no non-participating stations.  The FCC eliminated that
designation in the re-write of Part 11.  They must have CAP capable gear
by June 30.

I have seen indications that stations without internet service can get
some sort of waiver.
