[BC] FEMA/ EAS CAP Update Broadcast

Does anyone know if non-participating stations will need 
CAP gear?  One of the LPFM stations here says that they 
spoke to someone at FEMA who advised them that 
non-participating facilities wouldn't need to install 
CAP equipment.   They are currently using a TFT-911D
and they just go off the air if an actual emergency occurs.

Of course, CAP provides alternate methods of entry,
but this LPFM station has no Internet at their transmitter
site where the EAS gear is located and they are never 
going to rebroadcast a digital message, so I can 
see that there isn't much point in CAP for them.
