[BC] Switching Cell Phone Carriers

I must have the worst luck with this kind of stuff.
I'm switching from one major cell phone provider to another, mainly because the carrier I'm switching to has a much better signal and much faster data speeds.. all for about the same price.
I called their toll free # to inquire about service on Friday. The local store is 15 miles away and closes at 6, I get off work around 7. I figured I'd give this a shot, shopping from home and all.
I go through the process, credit check, selecting a phone and service. The local store said I'd have to come in and do all this in person, but I was able to do it over the phone with the carrier's HQ.
The carrier said I'd get an email with a link I'd have to click on that would spell out Terms of Service details. My phone wouldn't be shipped till I agreed on the terms of service.
The guy I spoke to Friday said I'd get the email in 24 hours. I called Saturday when I didn't get it, he said i should have it Sunday. i didn't get it Sunday, so I called Monday, the lady said it can take up to 48 hours, so I should have it Monday night or Tuesday Morning. I call Tuesday morning when I don't get the email and the guy said i should have it tonight. I call Tuesday night and the guy said it can take up to 72 hours.
Each rep i spoke to not only gave me different times as to when the email should arrive, but also told me varying time frames on after my phone was shipped, how long it'd take to get to me.
No one at the carrier has been able to tell me whats holding up the email, as all the reps, despite misinformation of delivery time for the email and phone.... all the reps have said my order is fine. My email address on file has been verified, no one quite knows what's going on.
I even had one rep today tell me i should've gotten the email already, she'd submit a form and get the email resent to me in 1 to 2 hours.. that never happened either.
The phone company already submitted a charge to my bank to debit the amount of the shipment and phone, it shows as a pending transaction on my debit card.
Politely complaining, expressing my frustration and asking what's going on really gets me nowhere and no one has been able to manually override everything and get the process moving any faster.
