 Used to be.
 Was a time when one could commit to writing that such and such a rule
 was violated, and here's what we've done to insure it won't happen again,
 and be OK with it.
 Now-a-days it's literally impossible to not be in violation of *something*
 at any given moment.
 Too much government with too much power.
 It does seem that the objective has shifted from compliance to financial
 punishment, which makes compliance irrelevant, and avoiding punishment
 by any means, everything, which ( of course ) encourages non-compliance
 one way or another.
