    This, however, was before the days of the current fine ($) schedule and 
fund raising.
    "In the old days" the inspector would issue you a notice of violations 
and you had a specified time
    to correct the problem.   If you did so, that was it.  And because most 
licensees were responsible,
    the corrections were made.  The ispections were to make sure rules were 
being followed...not to
    raise funds.
