Brian L Urban states: "According to the engineers in the Houston office, an ABIP takes you off the random inspection list. It doesn't exempt you from an inspection if there is a complaint filed against you. So if you have an ABIP certificate, and they are in town doing inspections, you are likely to not get visited. And if they do visit you, show the ABIP certificate and they will most likely leave."
It's the same here, although an ABIP certificate will also not shield you from targeted enforcement sweeps. For example, if they're checking every station for EAS or public file violations, you can still be visited even if you have an ABIP certificate. Also, the certificates expire after three years.
