According to the engineers in the Houston office, an ABIP takes you off
the random inspection list.  It doesn't exempt you from an inspection if
there is a complaint filed against you.  So if you have an ABIP
certificate, and they are in town doing inspections, you are likely to not
get visited.  And if they do visit you, show the ABIP certificate and they
will most likely leave.  So sayeth the Engineer in Houston.

Now the question becomes does the Alabama Broadcasters Association do ABIP
for LPFM?

I just don't want someone from Atlanta to go to stations with serious
(willful) violations and then to come to ours while they're still on a
"violation high".
