Had a similar situation at a Dallas station, everything was in compliance, and the inspector asked the DJ to do an EBS test (yes, that's how long ago it was). He played the cart, then hit the remote start on the board, but nothing happened. As the equipment rack was within arm's reach, he hit the button on the EBS encoder, and the test went off fine. The inspector was concerned why the remote didn't work, so he walked behind the rack to take a look. He found a loose wire from the remote, pulled a greenie out of his pocket and screwed it back down, and wrote up that everything passed. This was an inspector who you almost had to spit in his face and insult his mother for him to write you up. If you were clearly making a good effort to comply, he would at worst chew you out for the violation, then tell you to let him know when you got it fixed. If you complied, end of story. Since just about everyone did, he rarely wrote anyone up. Attitude is everything.
