The only thing *required* to be digital is the transmitter and the 1's 
and 0's coming out of it. You could plug a TK-11 and a film chain into 
an encoder and be *legal*. You wouldn't be competitive, but you'd be legal.

Lots of stations still had (and have) analog islands in their plants 
after the full-power switchover. For long-established stations with 
large archives of news and program material, there's no getting around 
it. I know of at least one Sinclair-owned network affiliate which is 
still shooting and airing news material on well-worn BetaSP equipment 
(and believe me, it shows...), and I'm sure there are more.
