All due respect Steve, but your numbers are off by two decimal points.  
And I'm not going to go to a "cleaver manufacturer" looking for a hand out on what would be custom software.

To make it even remotely viable, I would need an ATOM embedded machine with a SS drive. That's mid-upper $$$.  It would be on the network as it needs to get it's time sync from somewhere multiple times a day. So that requires security. Then a VGA DA to distribute the signal again by VGA cable or at minimum add another layer of technology with a KVM extender or coax using SDI.

Then toss into the mix the real life expectancy of a new display being needed every what, three years?

Nope...the numbers don't add up.  Dedicated clock displays win hands down ***unless*** there is a reason.  Such as multi-mode graphical messaging.  But even then, the dedicated displays will be more cost effective in the long run in many cases.
