[BC] FCC Seeking Extra Funds to go after Pirates

Which is all good until some innocent spectrum user (of something like one
of the XM/Sirius FM modulators) ticks off a member of the local spectrum
Gestapo or a nearby ham gets turned in for something that's not even his (or
her) fault simply because he/she has an antenna or two visible...

I'm sorry but, I've seen so many vindictive local law enforcement officers
that I would very much prefer to leave this particular aspect of law
enforcement in the hands of an agency that at least has a bit of technical
knowledge. There is too much potential for "Well, you have an antenna of
some kind up there so you are the guilty party!"
