[BC] Grounding by the sea

How about putting the plate on pontoons so that the plate-to-water 
spacing is a constant.  Connection between the rest of the ATU and the 
plate via flexible cable just long enough to reach at lowest tide.  
Fiberglass pontoons, of course.  That would solve the variable C of the 
(probably shunt) leg of the ATU, as well...
