[BC] FCC Seeking Extra Funds to go after Pirates

Gary Liebisch states:  "If the pirates are fined (as occurred recently in FL) they plead inability to pay, and the $25,000 or $10,000 fines get reduced to $500 or $1000.   ("Pretty please..will you reduce my fine?  --OK , $500)."

As far as I'm aware, anyone who pleads inability to pay has to prove it by submitting bank records and/or tax returns.
