[BC] FCC Seeking Extra Funds to go after Pirates

The problem is not necessarily equipment (although it may be partially that), but rather that they have no real ENFORCEMENT power without involving local authorities.  If the pirates are fined (as occurred recently in FL) they plead inability to pay, and the $25,000 or $10,000 fines get reduced to $500 or $1000.   ("Pretty please..will you reduce my fine?  --OK , $500).
