 As mentioned by others, there is ( or should be ) a tie in to the power
 grid "ground" for safety reasons if nothing else.
 Still, the power grid doesn't really cover that much area compared
 to the surface of the dirt.

 Think of it this way...
 You're trying to flood an area with a garden hose. ( transmitter )
 Areas of high conductivity ( concrete ) will propagate water across
 it fairly well.
 Areas of poor conductivity ( sand, or sponge ) soaks it up faster
 than it can traverse. 
 A strip of something hard ( the power grid ) will help a little, but
 the majority is still sponge.

 The only real solution is to flood with a fire hose ( more watts )
 as opposed to your garden hose.
 The water still percolates away, but there is more left at distance
 simply because there is more to start with.
