Actually it was only 10 mv/m in downtown (read from the original 302
application).

When WLKW-990 was built by RCA in 1961, they had a problem.  It was 50kw 
with a six tower array aimed right at Providence.  The best they could do 
was 18mv/m in downtown, rather than the 25mv/m required.  In the end they 
had to get a waiver.
