That was before the institution of the main studio rule existed. At
that time, the transmitter had to be attended. A lot of stations made
answerphone service places their "employees" and stayed legal that way.
The leasing of stations is what started the meaningful staffing crapola.
If you leased it out, you (the licensee) still had to be there in a
meaningful manner.
Then it spills over to the real licensees who own, serve, and don't
lease out...including noncoms. Rant mode off.
