While I agree with you in principle, I feel obligated to say, "Yes, but ..."

Clearly, the elevated counterpoise is not a panacea. AFAIK those cases
approved by the FCC have been done and certified as meeting radiation
requirements by consultants with elevated ground experience (e.g.,
William Culpepper and Clarence Beveridge to name the first who come to
mind). 

Inasmuch as there is no Rule for such systems, the engineering expense
for such may be quite substantial. I should also say that understanding
the subtleties of such a system demand experience beyond popping 4 poles
in the ground and running wires to them. Deep burial of conventional
radials, as Robert suggests, might be preferable in many cases.
