The problem is that it assumes a uniform value for a soil type while real ground is inconsistent with rocks and other non uniform elements.

While not often used in B/C work thanks to the FCC, ISTR the addition
of the ground mode wasone of the significant additions to NEC-4, but
I suppose I will have to wade through the NEC-4 manual again.
