Catching thieves, protecting the citizens and their property ( what we pay them
for, and their reason to exist in the first place ) produces no direct cash income
to local government, or government at any level for that matter.
Persecuting the citizens, like speeding tickets, does !

Another solution is to shoot the thieves !
( they used to shoot horse thieves, didn't they ? )
This ( of course ) would violate the "rights" of the "less fortunate" although
it should raise an adequate stink, and give would-be thieves reason to
reconsider.
Unfortunately, we live in a free society, so keeping the public interest,
convenience, and especially necessity, takes a back seat every time.
Since we can't shoot them, and any other personal deterrent is likely
also illegal, our only solutions are to make it somehow impractical,
close to impossible, to remove the system, such as encasing buried radials
in concrete, or something similar.
Planting the entire field in some kind of heavy prickered bramble would
possibly work as well, though make servicing a tad more difficult.
