There is a study done in Argentina. It has been a while since
I read it, but among its points was that copper is not 
required in a ground system.  Now .. before you go off and
say I said no ground system is necessary, remember, the
ground system is half of a diplole. Think Franklin with
half under ground, if you want. 

It was noted that most of what we "know" is based on material 
done in the 1930s by Dr. Brown. That is sort of like how doctors 
"know" that the first thing to do is give patients blood, because
they did that in WWII and Korea - and most TV dramas follow
suit. Modern research, and many bloodless hospitals have changed 
the way many doctors act. 

The basic physics of broadcasting haven't changed, but do recall
where the 120 copper radial number came from....  and yet it is 
still a routine part of every license issued for decades and decades.
That may not be really prudent, especially given the cost of copper
... and the more modern modeling methods we use.
