        There certainly is some perverse injustice when
        a station "self-reports" - as did WODR_in_NC - and
        gets a $10k fine for missing some Issues & Programs
        for a few quarters.  But it happens.

        Best to do exactly what the Rules say.  Keep a separate
         log/list/doc file/whatever-you-call-it and do not
        refer to it with FCC unless you are very careful and
        know what fire you are playing with.
        
        PS... it's spelled maintenance.
