 Depends if you're talking to the owner, or the accountant, or
 the stockholders, or the SEC.

 It would seem self-evident that maximising cost effectiveness should
 be the ultimate objective, but not if this weeks stock price is affected
 by the "unnecessary" expense at this moment.
