Don,

You would do well to replace the IPA with a replacement IPA system.  The IPA section in that box is no longer supported (hasn't been for years) and a 2KW TX is needed as I recall.  The retrofit isn't that difficult as I recall and something like a Nautel VS2.5 would not only fit the bill as a driver, it would also be a true emergency as it could also function as a TX.  Albeit -10dB.  But some watts is better than no watts.
