 I've long thought that any fees, fines, etc. levied by the FCC should
 stay with the FCC, but I can see an argument against it.

 Unfortunately, the FCC has had its budget gutted along with
 about everything else except welfare as a result of the general
 fund, and congresscritter pet projects.
