...and what about all the pirates who receive NOUO's and NALF's, don't ask for a fine reduction, and keep right on running their rigs?

I wish the FCC would just plain "lose their patience" with them all.  I realize that EB has severe manpower issues, but the only thing the current level of enforcement is showing the pirates is:  You CAN get away with it and it won't cost you.  EB has no teeth.

When licensed broadcasters incur thousand-dollar-plus fines for one piece of paperwork missing from the public file, but pirates ply their trade effectively without penalty, something is seriously upside-down.
