[BC] Scofflaws hit with higher fines

There seems to be at least one or two pirates a week
that show up in the FCC's enforcement notes these days.
So many, that I do not usually list them.

However, today's scofflaws got my attention. The
FCC reduced one pirate's fine from $20k to $500,
based on his ability (on non-ability) to pay.

So what do you think he did then?
How do you think the EB responded?
