As far as I know it is still operational - but not for Radio Australia.
Back about 2000 the site was leased or sold (not sure which) to a 
christian broadcasting outfit called Christian Voice International who 
planned to use it to reach SE Asia.
At the time of handover, RA was buying  time back from CVI for some 
programming, but I don't know if that continues.
AFAIK the site is still functional - I'm sure there would have been 
publicity if it was being shut down (and pressure for the government to 
take it over again for RA).

The location is actually Cox Peninsula NT.
Try that location in Google Earth.
It shows what appears to be some sort of transmission site at Cox 
Peninsula - 12°24'45.87"S 130°37'39.12"E
That may well be it but I don't know the site - I've never been there.
