[BC] Locked panels, Google Maps

Does anyone know how you can complain to Google, and maybe its not even them that is the issue.  With consistency, the Google maps on the Android will not function in GPS mode when in the SE area of Washington DC.  I suspect it is intentional.  All you get are directions, but no GPS and no audio talk through.  The directions are impossible to follow however because you can't zoom in enough to see what the directions are telling you to do.
 
As for locked panels.  Something does not sound correct.  It certainly is illegal to block access, for many reasons.  But illegal to lock a panel?  I would suspect that only if the panel contains the primary disconnecting means.  In a multi-tenant building however, that should not be the case either. 
 
Can a local level make it illegal to lock a panel, which seems to be in conflict with federal safety rules and codes?
