[BC] How do people get Optimod Keys?

Yep, that is the way it is in the USA.
My breaker panel can be locked, but four screws later, the panel is on
the floor and I can access the breakers.
Of course, some panels have more screws.
AND, SOME disconnects (a box with only one switch) cannot be opened at
all if locked. They are mostly used in commercial buildings.
Frankly, what we call "lock-outs" are only common in commercial
installations, and not even in single station installations. They are
not in residential installations. They are common in industrial
instillations.
