I just checked mine - Earthlink via Brighthouse (TW plant), and I get

2669 down, and 387 up - WITH the stream running!

That's about 60% down and 75% up of what I normally see; ~4500 down and 
~500 up.

The stream is using ~180 kbps of the total uplink...

And Google Earth is running in the background, as is Firefox... and 
T-bird retrieves every 10 minutes when running...

So I'm pretty close to nominal....

I suspect that poor results have as much to do with the outside plant as 
anything...
