CKLW predates Bonaire.

CKLW protects the Class II-B ... now Class B ... in Quebec City and  
the Class I-A ... now Class A ... in Juarez.

NARBA was in 1939, and became effective in 1941.

CKLW was allocated under NARBA rules

Rio was in the late 1980s.
