In theory an antenna in free space is.  But antennas don't exist in free space.

I once went to a certain Fort Worth based consumer electronics store
to buy an adapter to use a CB whip on my scanner for low band DX.  She
told me with a straight face that it wouldn't work because CB antennas
are for transmitting and not receiving.
