Yep, sure is. LCD monitors use LV to HV inverter(s) to power the  
backlights. in the larger lamps there's enough there to put a hole in  
your finger. My last job before my cancer was discovered was  
repairing LCD monitors and SMT board repair at this company:

I did not have access to a hv probe at work, but it's enough to burn  
a hole 3mm wide and 3 to 4 mm deep.
no blood, cauterizes it as it burns.

It's AC as well.
