Mike,

According to what I'm reading, the FCC does not license new class C stations anymore. Regarding the directional antenna, please see 73.182 (B) (3). I have so far been able to find but one directional class C station in the CONUS non a local channel. Don't remember the call; maybe it's the one to which you refer.
