I don't know of the shortest still in use, but WSAJ 1340 in Grove
City, PA (a Class C) was licensed to use this rooftop wire at 100
watts until several years ago:

Another option you might consider would be a skirt attached to a cell
site monopole. WKBO 1230 in Harrisburg, PA presently operates this
way; the height of the tower is 131 degrees:
