First time I heard that was from Harris Broadcast !!
The principal of GIGO is just one of the reasons that Rivendell doesn't
support ( directly ) the Layer III codings despite clamorings from the
"internet radio" crowd.
Once a lossy compression scheme is used, the quality CAN NOT be
recovered, ever, in any way.
Disk space is so cheap there is really no valid reason to employ any
kind of compressed format these days, possible exception being
for transport across a limited bandwidth network where no other
reasonable alternative is available.
Unfortunately, as internet is still evolving and compressed formats
appear to overcome limitations of dial-up, and teeny-boppers get used
to listening to compressed formats, the "old school" concept of
"broadcast quality" is degraded and demeaned to the point of dial-up.
The hot items these days are iPods with 1 inch speakers, or ear buds,
when once upon a time it was a MacIntosh with Voice of the Theaters
in the basement.
Sad.
