Here's a free Windows app which displays RT, PS, PTY, AF list, group
sequence, etc. and it also includes a BER monitor:

I'm using this with a modified Delco car radio and it works very well.
 You can monitor the competition and see which "hidden" groups they're
sending -- for example, traffic data.   You'll just need to bring out
the RDS data and clock from the radio's decoder chip through a
buffer/level converter (MAX 232 or similar) to the serial port.   Not
sure if this is what you're looking for, but the price is right.
