with something for programming. DVD video and audio in, NTSC out to the input of my
exciter."

   It sounds like you answered your own question, any DVD player with a "NTSC video"
output will work fine, you need no converter, but without a stereo generator the
L+R will result in MONO audio.
I assume the DVD's will be created with a computer with station ID's added every hour.

   The last time this came up I looked at several old DVD players and the vertical
interval WAS 59.94 Hz and NOT 60 Hz.
